I agree...explosions every move would be hard for anybody, but that's not to say neji would get waxed but he would lose pretty quick

Considering his aerial advantage, whick makes him very hard to kill even for long range fighters like Gaara, powerful explosives like C3 or squid bomb (explosion power at least on Tailed Beast Bomb level), C4 (eved Madara described this technique as "terrifying"), fast and strong C2 which he could spam with and immunity to genjutsu he was easily on kage level. Considering his skills he would defeat Tsunade and Mei, two of the present kages without any problems.
