Whats ur reasoning?

A simple swing of his sword at the bombs negates them ... C4 is countered by merging with Samehada.. and since Samehada can sense chakra it can sense the nano bombs as well .. meaning Kisame knows when to merge .. amd explosions tend to be less powerful underwater.. meanwhile Kisame can launch Shark bombs .. or even a GSB .. at deidara who would not hover above too high due to the fact he would lose sight of Kisame

It was made to go underwater /.. perhaps the thrustinng force they exhibit is more powerful .. but theres no blast .. Had that bomb been above ground the island would of been blown to smitherens not simply flipped .. again exploisons under water simply exhibit a force that would push Kisame back some which he can easily tank
