It would be a stomp. A close ranged fighter has poor chances against a skilled long ranged fighter.

Since he doesn't start off in the air, Gai starts off with a little advantage, Plus Deidara noted many times on sasuke's speed, According to the databook base Gai is even faster than sasuke. The longer Gai can keep him on the ground the better chance of winning he hasd

Also Gai might be a Taijutsu user, But not all his attacks require close combat

Even if deidara gets into the air, it isn't a guaranteed win, While in gates Gai should be able to jump pretty damn high,

He jumped from the bottom of the lake, Up to kisame extremely quickly

aslong as Gai can catch him before deidara uses his micro bombs, He has a chance at winning, Asoon as deidara uses his micro bombs, Gai loses.

Same the other way round also, Long ranged fighters are weak at close range.

Gai is obviously faster than Sasuke even with shunshin.The scan below is from Part 1 but notice how Gai used a burst of speed while other ninja's was roaming the Chunin exam stadium.

To start on his bird means he had Prep time before the battle started, It's like saying Gai starts the battle with a couple of gates open.

Without prep, They both stand as they normally would, No Gates, No already molded clay and so on.
