My money is on Deidara, he already showed mobility while he was flying so it would be difficult to catch him.

Yes because I originally thought Gaara, but then i realised you didn't say where they were fighting, but if its where deidera and sasuke fought than Deidera got this, if in the desert gaara owns.

Yeah that is true. But if he uses C-2 Dragon it isn't fast but when he fought gaara on that bird he was fast enough to avoid Gaaras attacks.

Deidara can use small bombs that Gaara can't sense to fly around while he's hovering.

True, then again the only reason gaara got caught with that small bomb was because deidera dropped that bomb on the village

Gaara would have to get a full sand burial right from the start. It's possible but he didn't get the first time they fought cause of mobility
