Deidara wins mid diff.

Once he takes flight (Nothing the Mizukage can do to stop him anyway) Trollkage can't even touch him let alone hurt him. The clam Genjutsu would cause a little bit of problem in the beginning of the fight, but C3, being a powerful bomb with a large AoE, could blow up the clam and the Mizukage even if Deidara doesn't know its exact position.

Joki Boy is useless against an airborne target, so is his water gun.

No need for C4 and C0.

Clam Illusion Makes all of Deidara efforts in vein. You add the Illusion of Joki Boy and constant Water Gun SHots from out of no where...

Basically; no bomb can kill him because of his KKG. He would be killed before C3 could be used, and even then the Mizukage could (by water logic) survive it!
