I think if Jiraiya was able to get into Sage Mode - Then he would win. Otherwise I'm more inclined to go with Deidara due to his Long Range and Stealthy attacks.

The ninjutsu alone of the legendary toad sage would out rank diedara easily. Fire style and other toad enfused ninjutus would over power diedara. With out the need of sage mode.
