No he does not, he creates a Hiraishin Barrier like he did with the 9 Tails when it fired a TBB at him. He creates the Barrier and flys it away.

for a speedster like him its not difficult, sasuke started running as soon as he saw it, minato too will get rid of it if he saw it

The Hokage would solo Deidra before it got to the point that he could use this technique. If Sasuke could survive a battle with him, I'm sure the Hokage could easily mop the floor with him. If Hashirama could take on the Kyuubi with Susano'o armor, then he is more than powerful enough to beat C4 bombs.

I think that minato could only detect them if he was in kyubi mode other than that I think it would kill him. just because he's fast doesn't mean anything if you can't see what it is..

Also it might not work on minato seeing as he's most likely has lighting which is superior to earth.
