Tobirama and Danzo win, because:
Tobirama will use his Suiton against Gaara's sand.
And Danzo can KA Deidara, or he can use som of his powerful Fuuton Jutsu's to reach Deidara.
More chances for Tobirama and Danzo
If Tobirama target's Deidara for first and Danzo vs Gaara, Probably Gaara can take Danzo but Deidara can't do that with Tobirama.

Explosive sand as well as Deidara's trumps C3 and C4 and its KO. Izanagi can only work so many times and Since neither side have knowledge about their opponents it makes it fair. Only difference here is Gaara has fair knowledge about how he can merge the clay with the sand. Sand orb protects gaara from C4 thats assuming Deidara has no control over the nano bombs which is highly doubted.

Baku is easily dealt with via C1 or C2 bombs

Suiton isn't really affecting the sand and thats assuming Tobiramas linear suiton can even hit gaaras defense

Gaara and Deidara shits. Baku sucks a bomb down his throat and Deidara blows his insides out. Deidara drops C3 and it ends this. Danzo survives via Izanagi and then the rape begins.

Danzo and Tobirama win

--Danzo summons baku and uses its sucking power to draw Deidara in, if he attempts to fly, as this can allow either tobirama to place a mark on deidara and finish him off, or danzo to immobilise him through a seal or finish him off with a V3 damaging fuuton

--Danzo can also survive any of deidaras attempts at using C4 through izanagi,and with the starting distance of 60m, tobirama can use his KB to place markings at a safe location, thus enabling him to evade most of their atttacks

--Tobirama can also use his suiton to coutner gaaras sand, and with his shunshin being faster than joki boy, he can most likely evade gaaras sand for most of the time,

--Danzo wont be using his izanagi as much as against sasuke, due to the fact that he would be tagged by tobirma and the fact that deidara and gaara dont possess one-shot techniques such as amaterasu and susanoo arrows to force him to use his izanagi, as danzo can again use baku to draw gaara in, and finish him off
