Because it makes banks start to insanely be able to loan cash. Since this money will be worth more in a week, I'll be able to pay my debt, interest and do what I need to do with this same cash.... Also the general public doesn't know or particularly care about negative inflation. High interest rates also are good to banks because they'll get back more money than they should have (interest - inflation = real interest).
