Hokage and any other Kage in the villages is the strongest in the village. It is indeed the finish line. But just because everyone wants to be Hokage doesn't mean they can.

No, because that'd be stupid, of course everyone wants to be Hokage,it's plainly obvious, but you never dreamed back then that people like Kiba in Part 1 would be in Kishi's eyes, "Kage worthy".
Even if it was a joke, the fact that now Kishi's is highlighting every single person claiming to become Hokage having these "feats" (cough Kiba cough) is just plain awkward to me, you wouldn't have believed any of these characters even Sakura would be highlighted upon it in Part 1.

They are NO DIFFERENT from part 1 naruto. He decided he wanted to be hokage. He was NOWHERE NEAR to being a hokage in ANY ASPECT(other than perhaps love of comrades and village, and determination)
The k11, simply now aim towards being hokage. But there hasnt been ANYONE acknowledgeing them, as haveing any hokage level feat. Madara hasnt said "wow that wolf boy(kiba) is nearly on par with a kage"
There has been no praise of any k11, as being hokage material.
The ONLY THING that was said that a single k11 mentioned, was ino saying about shikamaru" shikamaru would make a good hokage, because a hokage should have the ability to inspire his people, and instill hope"(not exact quote though)
And that quote, was a sidenote from kishi, because there is EXACTLY 1 other ninja, that was able to do the same thing as shikamaru......aka THE ONLY REAL NINJA highlighted towards being hokage.....NARUTO.
You are VASTLY MISINTERPRETTING, the k11 stateing they want to become hokage, as them being highlighted as "Hokage worthy". The only thing even POSSIBLY highlighted, is them haveing a hokage level desire to help the village. And even that is possibly iffy
Only naruto, and kakashi, have been highlighted as being hokage worthy, by kishi at all. Shikamaru is barely mentioned as well though. BUT NO OTHER K11. Not even sasuke, has been mentioned as hokage worthy.
Naruto kakashi, and shikamaru have been the only "hokage worthy" mentions. And shikamaru, was only mentioned by ino..... Naruto and kakashi have been mentioned by more experianced, and high level people.
Just to further push the point.
Hashi has compared naruto to himself.
Tobirama has compared naruto to hashi(several times)
Minato has expressed amazement, over narutos power(though he is his dad....)
Kakashi has said naruto is close to hokage level(after pain fight)

NO hokage has said much of anything about them... not powerful ninja, has said anything about them.
If the k11, have not had any character express anything about them as being hokage level, then it is SAFE TO SAY,
THAT THEY ARE NOT HOKAGE WORTHY, NOR ARE BEING DEEMED HOKAGE WORTHY.
