What do you think it is??? Lets try to leave already OP justsu such as PS or just Susanoo itself out of this.

I think it would have to be FTG and Shadow clones. Could you imagine minato having/using both at the same time? his clones able to use FTG as well. (Maybe thats what he did during the 3rd war?)

Kamui + Shinra Tensei. That is truly an unbeatable defensive combination since Shinra Tensei can be used in between Kamui cool down periods and vice versa. Also, Banshō Ten'in + Kamui would allow Obito to draw in his target and warp with only a single touch.

Kakuzu n hidan was an op combo anyone facing them both for the first time with kakuzu using his hearts and hidan fighting seriously(as if that's possible) only reason they lost was
A. Prior knowledge to hidans abilities giving them the ability to know how to beat him
B. prior knowledge to know kakuzu had those dark threads to repair hidan so knew how to beat hidan once more
C. They had one of the two smartest people in the leaf making strategies to beat the combo
D. They had a sharingan to help all their prior knowledge and planning

I could go on n on about how this was an op combo(yes I mean abilities not people)
Without any prior battle with these sets of abilities not many people stand a chance
They also lost because of pnj
