[Debate] Is Tobirama justified for isolating the Uchiha? Who's most to blame?

I've been reading a lot of threads about this in the recent few weeks and I want to get people's opinions on this. Is Tobirama justified for his ideology and isolating the Uchihas the way he did? Are the Uchihas just misinterpreted by many and are discriminated against when in reality they were always good? Are Tobirama and the Senjus responsible for the Uchiha's hatred and inevitable downfall?
Who is most to blame for the massacre?

It's half and half. Tobirama sure provoked them but the Uchihas just wouldn't leave the village! So it was inevitable to end badly.

Yes, based on the information he gathered on them he deemed them a risk. There power was based on how much hate they had, hate that made them borderline insane for the thing they loved/hated. Cant have someone like that leading an entire village.

The uchiha are responsible for their own hatred, they werent isolated they were inside the village protecting it, it was the best job as they wouldn't be a liability, if any uchiha thinking there job of proctecting the village as something of isolation then that just confirms that they were liabilities to the village and let there emotions get the better of them

It's classic power politics at work; carrying with him the mindset of 'sacrificing' (in his case isolating and monitoring) the Uchiha for the greater good of the leaf. Many politicians carry this similar, conservative and practical mindset, weary of the consequences if he proved to be too hesitant towards the Uchiha's. Overall, do I think it's justifiable? No, but mostly for practical reasons. They were a dangerous force, and they in part, forced Tobirama's hand, but as Hiroshima eluded to in a piece, isolation and paranoia will only deepen the divide. For the long run, Hiroshima had the right idea. Find a bridge between both groups, and guarantee peace. This is a sort of running theme for Kishi, where violence only begets more violence (violence doesn't simply mean direct physical harm, but also psychological harm or indirect harm), creating an endless cycle of war.
