As we all have heard many times-
When a Jinchuuriki dies the Bijuu also dies so to properly take out a Bijuu from a Jinchuuriki they have to be alive. Sometimes the Bijuu may even escape out of the Jinchuuriki when the Jinchuuriki is near death (Rikudo and Jubi).
So now my doubt arose when I read-
Manga 571 PG 11
Here Tobi says "At this point it would be OK even if I kill him."
What does it mean?
There may be 2 reasons-
1. If Tobi were to kill Naruto now the Kyubi will escape and not die.
2. Or Tobi already has enough chakra of the nine tails ( from kinkaku and ginkaku ) that he will not need any more of it.
I think the second option is true. as we have seen Kinkaku and Ginkaku were also able to transform and go into Biju mode so they had enough Chakra. During the revival of Jubi I think that only a minimum necessary amount of chakra is required if more chakra is available then it is fine but there is a minimum amount that is necessary.
So if Tobi wants to revive the Jubi he can do it without even killing naruto.
We know that Tobi has a time limit, before the current day ends he has to revive the Jubi. He was just being careful when he went and took the (i forgot the name, the thing in which kinkaku is sealed), in case he did not get Naruto before the time limit he will use this chakra to revive the Jubi.
As was shown the statue (in which Bijus are sealed) already has the chakra of all 9 tailed beasts. 1-7 are completely sealed and 9 tails chakra was taken from kinkaku and ginkaku and 8 tails chakra was sealed in it when Sasuke took a tail of Hachibi (bee) and that tail was sealed in the statue.
And if you are to say that The whole Chakra of all the 9 Biju's is required to revive the Jubi then too bad for Tobi as half of Kyubi's chakra(yang part i think) was sealed by Minato Namikaze by the Death Reaper(name is not clear) seal.
So there are now 2 possibilities-
1. The Jubi gets revived even without naruto dying. ( i believe this will happen)
2. The jubi can not be revived and tobi is just fooling around.lol (i doubt this one)
