Kaze97 was decided to be executed randomly. The officers took him for a boat ride, tied him and lowered him into the water as a bait for sharks. He was devoured.
And oops, the officers kill off one of their best hopes in catching Kira.

I keep a check on people's activities as a whole before killing them. When i am convinced they are inactive i kill them off.
Some people don't say anything in the game and are actually just silent observers.
