first we have jubidara can use current and past feats from madara
then we have might guy who can enter 1-7 gates if he uses 8th gate and defeats his opponent by its timelimit then its a draw since he dies other wise stick to 7 gate
then we have Jinzōningen 18 who is artificial human and is half human half cybor she easily was able to defeat super saiyan vegeta and other casual planet busters with few hits. not to say she has capabilities to destroy planets because she is much stronger that frieza who also could destroy planets easily
last we have hiruzen the guy who pretty much has the biggest brain among almost any shinobi, being able to know every single nature and apply it in mortal combat athmosphere. as he shown in his prime state
