There could be someone stronger but he has the highest rank in the RA and it doesnt parellel Ace imo

2nd in command-meaning 2 in charge of the whole RA and his other title backs that up. He is the Chief of Staff

Still hope there is 1 stronger other than Dragon. But when the RA decides to attack he will be more than ready for an admiral

I think it was Kuma , but he's gone now and as far as we know its currently Sabo.

It doesn't mean that that's how Oda planned it, just because you assumed it in that way. Ace is second division commander, no logic implies that he's next to WB where as Sabo is second in command which means that his place is only next to Dragon.

Luffy would probably give Doffy mid to high diff fight. I could even see him winning this. And Sabo is Luffy's older brother, there is no point if Luffy currently being stronger than him.

Sabo high difficulty at most. DD isn't certain to defeat Fujitora even with his entire family fighting alongside him(with hax df users like Sugar or Jorah) when Sabo can hold his ground on his own, which is impressive even if Fujitora wasn't serious. In terms of stats, he also has stronger haki and powerful range attacks
