naruto humans would die just from being near vegeta's aura. you think restricting blasts make any difference when they punch apart mountains? fly THROUGH city busting ancient demons? oozaru isnt needed. kid vegeta wins. in base. with one pinky nail.
humans have an average power of 5. choujis slightly superhuman like videl. that puts him around 7. butterfly form increases his power by 100 fold. that gives him a PL of 700.

you didnt restrict ki or chakra. ki is used to enhance a dbz fighters strength and speed to impossible levels
