Even if he was a galaxy buster, it's clearly over a period of time, for he has to charge an attack to bust planets and solar systems. Most true galaxy busters one shot galaxies. Bills could not do that and nothing you can show me from battle of gods states he can.

You do realize the Presence is a fictional character with an ever growing story right? If he said in the comics beings higher than himself created him, he could be talking about new characters yet to be introduced or he could be making a 4th wall joke. dbz in every which way. in early dbz characters like yamcha moved faster than the naked eye could see. im sure by the time dbz ended, characters were moving faster than light rather easily. The sailor scouts were defeated easily several times. People talking about Usagi teleporting to the center of the galaxy...dont know how that would help. Goku can teleport anywhere he has been instantly..so for SM, that really isnt an impressive feat. DBZ solo quite easily.
