Dragonball Super looking better than Dragonball Z ?

First of all what you're complaining are the drawings, not animation. (Since animation requires a set of consecutive images, you can't judge it by a still image.)
In order to understand why the pictures look so bad you need to know a few things about animation (the 2D one in this example). When animating something you have to make a few drawings called keyframes. These drawings serve as the main points of a movement you're animating, in other words the extremes wich make a beginning and the end of a movement.
For example, let's look at the Goku punching Bills scene. The first keyframe would be a drawing in wich Goku's fist is right next to his hips, while the last keyframe would be the one where his hand is stretched all the way out as he's trying to hit Bills. Now, the rest of the frames, wich are drawings of his hand in positions that are all between the first and the last one, are called in-between frames.
These frames are rolled up pretty fast, as the movement (in this case it's a punch) needs to look real. Due to the eye not being able to notice those frames to such an extent, the animators put less work into the details of those frames. The keyframes are the things that the eye catches the best (since they usually have a slight pause when animation gets to them). That's why screenshoting in-between frames is a cheap way to fool people into thinking animation sucks.
That being said, animation isn't the problem, the quality of the drawing is. The reason people were able to notice a drop in quality is due to all frames being drawn badly. Even keyframes didn't have enough details on them. That's where all the commotion comes from. But seriously tough, this is one of the rare episodes with below-average quality. The most important scenes were handled in a solid manner.
Second, to accuse a Super of not having as good animation as that of Z, is really unfair. While it is true technology gives animators the ability to create stunning animation (just look at Fate Zero, AoT and OPM), the state of the anime industry is really bad, a lot worse than it was in the 90s.
You see, anime industry has suffered a great deal from piracy and closing of western companies. Most studios are on the verge of going bankrupt and the work conditions are really bad. Animators are paid very little and expected to do very much in a short time to top it off. To meet the deadlines they need to adapt to the tight schedule and a low budget. Compromises are extremely noticable in long-running series such as Naruto (wich suffered greatly after Five Kage Summit arc), Bleach (whose ratings were so bad, the studio couldn't cover all the costs of making it) and Super wich is the topic at hand. (Yes, it only got 24 eps but its obviously gonna run for a longer period of time.)
There are a lot more factors in there, such as the methods and tricks the animators used back in the day and those they use now, outsourcing etc.
With all that being said, Super indeed doesn't have the amount of detail Z had, but the animation in general is on a good level.
OT: Storywise, it's nothing great, but its a fun watch. It is true that they should give some other characters developement instead of just Goku this, Goku that, but as I said in some other threads, it's a sort of anime wich you just lay back and watch with your brain in sleep mode.
Also, comparing it to the movies is ridiculous since the movies had a way better cast of animators and a lot greater budget. Animating 105 minutes is a lot different from animating 20 minutes x who knows how many episodes.
While it's not as good as its predecessor (yet!), Super is a valuable piece in today's anime scene, wich is sadly dominated by otaku crap, instead of good shows for wich it became so popular.
