There is no way in hell the humans (besides maybe Tien) reach over 3,000,000 because that was Goku when he fought Frieza. SSJ2 Gohan > Super Perfect Cell. Goku wasn't actually there, it was his spirit telling Gohan what to do. Cell can't grow THAT much by absorbing humans. Technically the Androids shouldn't even have power levels but if they did, I find it hard to believe that 19 and 20 were stronger than Frieza 100%. Piccolo before fusing with Kami should be between 7,000,000 and 10,000,000 as he must be stronger than base Goku on Namek but no where near SSJ Goku. Only surpassed base Hoku as Kamicollo, all times before that, he was weaker than base Goku. Gohan before the hyperbolic time chamber was definitely not 15x stronger than base Namek Goku -_- Overall, I believe the power levels are "too damn high" for pretty much everyone you listed.

Impossible, Goku at the start of Dragonball only had a power level of 10 and even back then Goku was taking bullets and easily defeating bears and tigers.
