Right after the defeat of cell they wished everyone who cell killed to be brought back to life. Piccolo even said that it is possible that 17 was brought back to life as well.

Android 17 and 18 were revived at the end of the cell saga, its just that he never decided to hang with the z warriors and went and did his own thing.

Wtf. Have you even watched the episodes before that one? Because if you have then you'd see that Fat Buu steamed his evilness out... And then the evil buu ate fat buu (as chocolate) and transformed into super buu... And then fat buu has stayed in his mind since... Until kid buu vomited fat buu out.

He was wished back at the end of the Cell Saga by the Z Warriors at the lookout. Indirectly of course... They wished everybody be brought back to life that was killed by Cell. The second Android 17 isn't introduced until GT so this was the original 17 from the Android Saga.
