The absolute minimum required to destroy the moon is a power level of around 300 in the Dragonball universe. We also see the moon get destroyed in filler by Piccolo, who was presumably around 1.2-3.5k power level. Vegeta, in filler, was a planet buster at around 16k. Frieza, at around 150mil was also supposed to be a planet buster. That said, we see a number of comparisons that can crop up here.
1.) Madara, assuming he's planet buster level, is superior to Saiyan Saga Goku, without the use of Kaioken.
2.) Madara, assuming he's planet buster level, is comparable to Saiyan Saga Vegeta in Strength.
3.) If we go with lower estimates, half of DBZ would solo Madara, but we can also potentially assume that Madara is similar to Final Form Frieza in strength.
4.) If #3 is true, Madara is comparable to Goku (End of Namek) in Strength.
That said, I feel that Madara would likely be comparable to either Raditz or Nappa in terms of "power level." He's stronger and faster than the average person by far, capable of extreme feats of strength and speed, but would typically be unable to combat higher leveled opponents from the Dragonball Universe. That said, Madara could easily solo anything up until about the end of the Saiyan Saga (or optimistically, the arrival of Future Trunks).
Of course, this is all conjecture.
