in the beginning of dragonball we get introduced to "goku" and the "4 star" dragonball. When goku sees the moon he becomes ape form just like the four tails is.

is it me or is Kishi commemorate Son goku the four tails to DBZ Fans and a tribute to Toriyama?

Indeed, there's plenty of references and throwbacks to DBZ in Naruto. I think Kishi mentioned that DBZ was the thing that inspired him to create his own manga.

Kishi is a well known Toriyama fanboy. Many mangas have a tribute to Toriyama.
