DBS Question (spoilers)

So, in the new episode Black says he is Zamasu taking over Goku's body with the super dragon balls. I get that part, but what I don't get is why The Omni-King would allow those two to kill all of the Gods in all of the universes? He could just erase those two, and surely he knew of the situation. It also doesn't make sense how black was able to kill all of the Gods when if he was that strong he could have one-shotted Goku a long time ago.

It's possible that Zen-chan doesn't take anywhere near as much notice of what happens in the universes as Beerus or Whis thinks. As for being able to kill all the gods, the flashback shows him killing Kaioshins, who Goku and Vegeta have long surpassed; Zamasu was meant to be a prodigy fighter among them but he was still beaten fairly easily by Goku. And Gods of Destruction die when the Kaioshin dies, so it's much easier to target them.
