I watched episode 35 without sub today.
When I looked at the scoreboard, goku's picture seemed to be glowing again.
Is he allowed back into the matches after the ring out in the previous episode?

From what I could tell from the no sub episode, there also seemed to be a talk regarding the puncture wound on his body made by Frost, pointed out by Beerus.

So is Goku allowed back in, when Vegeta loses or after Monaka?

Or Goku cant enter anymore?

Yes, Goku is able to participate again.

Since he was taken out by the poison needle just like Piccolo, Goku is able to fight again. He wanted to fight the last but Beerus insisted that he fought before Monaka

Yes. Bascially the cheating allowed him back in, but he's pissed, because Beerus wants him to fight after Monaka, who according to Whis has a secret identity.
