DB showing that characters have a lot of natures is plausible

In the manga, it was previously stated that jonin level characters have 2 or 3 nature releases. It makes sense that ancient characters like Tsunade, Hiruzen, and Madara have all elemenets. As for the characters that didn't show any natures like Sai and Neji, they're both pretty smart and they might have felt that their fighting style is better than using nature releases. I'm also glad that the Databook shows Gai knows some nature releases, some people say he can't use ninjutsu, even though he's already used the summoning jutsu, he's outgrown his troubles using ninjutsu. Databook is fact, aside from the hyperboles, I think Kishi would know about his own characters.

They have the element but they never learn or master the element anyway. (just like naruto before he learned his nature release)

Anybody can learn all 5 elements if they had enough time, people only have 1 affinity. That was the point of Kakashi's special paper that Naruto put his chakra into and found out he had wind nature. The databook refers to natures they've learned and their affinity. So, Madara and Hashirama did learn all 5 elements.
