Why are Neji and Darui a whole tier above lord Zabuza? Neji? Seriously? Zabuza for tier 17, the same tier as darui. And old hiruzen should move up a tier. Honestly you should fuse tier 17 and 18.

And Kimimaro is too high. Fused tier 17 and 18 for him. It seems you diferenciate those two tiers when clearly they're all on the same level. None of them is enough to be called Kage level, but they are in that border. Chiyo and war arc Kankuro for example, are not above those in tier 18, and i'm not just talking about Zabuza... you just put Neji and Rock Lee a whole tier above Hidan, who's easely the most underrated member on the base. The same with Pre-Orochimaru DNA Kabuto.

Nice list. Orochimaru and Jiraiya need to go up a tier, and Deidara probably needs to go down a bit.

Tsunade and Sakura belong in tier 15, and honestly you can't add the jinchuriki since they are featless, most of them couldn't even control their tailed beast and were captured pretty easily. Forgetting PT1 Sakura.
