Izou should be top tier imo. Lubbock could move one up as well, only because Wave is particularly strong against him doesn't mean his overall strength is greater. To me at least..

Syura kind of wrecks a lot of people without his trump card. With his trump card, he wrecks Budo as well since pretty much no one can counter it except Esdeath and Lubbock, maybe the new Tatsumi. Lubbock's Teigu was just a good counter to Shambhala. Tatsumi, Mine and Syura should all be on Budo's tier.

Budo got beaten by Mine in the anime, too. Well, kind of. It was a double kill.

Judging the way Tatsumi was effortlessly demolishing Esdeath's ice, I'd put him on her tier. He's way too fast now and his physical strength is obscene. He was keeping Esdeath on her toes and making a joke of the large scale ice she was using. Magatama Manifestation Susano'o at best was giving her some fun, but never endangered her at all. Tatsumi was pushing her back.

Tatsumi countered Esdese's Time Freeze trump card if he masters his new power further he will resident a technique like that with ease similar to his invisible mode where he can only do it for a brief time, but now he can do it extended periods with ease. If Night raid losses Tatsumi they will lose all hope on defeating the empire as of right now he is proving to be more valuable than Susanno and Bulat combine. ​
