Not yet. It's only a matter of time though. I don't see one armed Raikage surviving against Madara's Wood Clones.

That and Killer Bee has the strength to become Raikage, however, I don't see him sitting down to do paperwork, and signing laws, etc.

Darui would be a perfect Raikage maybe after a brief timeskip.
