So, the storm release is a kekkai genkai, formed by the combination of water and lightning style chakra to create stronger energy beams that are similar in appearance of a strong lightning technique but rather flow similar to water technique. Darui is supposed to be the most pro efficient user along with other Kumo ninjas like 3rd Raikage. Its strength is against earth and wood? I don't know really.

storm is strong against fire and earth, and the KG/CE that revolve those elements (aside from stuff that have extreme heat and can evaporate the base of storm which is water: Scorch, Sulfur, etc).
Weak against wind and water
Neutral against lightning
Now you said lightning, and water are the combos. We got two forms of storm.
Clouds, and Lasers.
Clouds- More to the water side, appearing as dark storm clouds, with lightning running along the body.
Lasers- More neutral in combo, consider it lightning, but flows like water.
Both can shock, engulf, paralyze, etc the usual. Can be made just about anywhere on the field.
Now do me a favor.
Clap your hands, and generate a bight blue light of storm chakra, radiate it around the terrain. Mix the two elements associated with it.
