Danzou absolutely, only because of izanagi!!
oh and it was redicilous how sasuke beat danzo, killing him with shuriken once or twice, another with kunai or smth?! lol

more then likely danzo. he has more experience, can afford to be hit, and would probably surprise the heck out of garra, not to mention that he is a wind jitsu master as well. Probably will use that summon of his to suck all the sand away.

For this reason I would go with gaara. Danzo allows himself to get kill almost. Just cause he knows he has lives to spare he acts way to recklessly, getting killed far too easy. And also Danzo isnt underestimated. We only seen him fight once and he lost that so that try to make it more than what it is. Gaara may be young but I believe Sasuke was too

Gaara is not a good matchup for danzo because the battle between sasuke was a battle of stamina. Sasuke had to keep his absolute defense active, while constantly attacking with powerful attacks. Gaara's shield might not be as strong as sasuke's susanoo, but it requires a hell of a lot less chakra, and is pretty quick.
I however don't see how gaara will deal with danzo's summon if he is not in a desert. He has no fire attacks, and it is way too big to be crushed with the little sand he caries in his gourd.
Advantage danzo in scenario 2.

I agree with you. The desert essentially makes Gaara invincible with the entire desert's sand at his disposal.
Danzo's summon is troublesome, but hey you never know. Gaara might still be able to take it down with the giant Sabaku Ryo he used against Deidara. I'm sure that's big enough to enclose Baku.
Anyways, in the desert the fight is heavily in Gaara's favor.

It's true that Koto Amatsukami can influence the opponent's mind but I don't know if it can do something as extreme as convince them to kill themselves.
If it could convince them so strongly then Danzo would have made Mifune elect Danzo as the alliance leader right off the bat. From the looks of it it seemed like it was slowly implanting ideas into Mifune. It likely can only suggest ideas rather than outright tell them what to do. Well at least in Danzo's case. The fact that Danzo isn't of Uchiha blood could mean he can't use it's effect to the fullest like Itachi was able to

Gaara wud win trust me. Look he wud just sand avalanche and smash that old dude into pieces and if Danzo uses Izanagi, Gaara cud use his defensive shields until Izanagi runs out.
