Danzo's evilness in the filler - can it be considered "cannon"?

In the recent filler, Danzo's character took a much darker role than before.
Before, he was a bit of a right-wing hardliner, seemed willing to be ruthless and dirty in defense of the village, but at least it could be said that he was loyal to the village.

The filler showed him as possibly the most evil character yet; actively trying to murder the third so he could grasp power himself, encouraging Orochimaru in his dark experiments including the kidnap of Konoha children, etc..

Very gripping and well done stuff, but seems like a significant departure from the Danzo we had before. Is this how cannon Danzo is intended to be or have the filler writers been taking serious liberties with his character?

What he did to Kabuto and his step mom was more evil and thats canon. Also you can pretty much tell its how it happened, he did steal Shisuis Eye, Started the Uchiha massacre without permission, Etc. They just "filled" in what was missing. So i consider it canon for now til the storm revolution comes out. Since thats all Kishi official backstories.

I don't think that it is canon.

i think it wasn't scripted

but approved.

And when i say approved, i mean approved to where Kishi would be satisfied it wouldn't affect the previous canon works or future canon works

From the moment I first saw him in the anime I knew he was no good.
