In my opinion he was on par with hiruzen in his prime, old hiruzen had one of the best databook stats as surprising as it may sound.

Kind of obvious, he is the the most skilled and strongest Wind Style user in the manga, he also has an insanely powerful summon which can absorb almost anything. And finally he has Wood Style due to Hashirama's cells therefore he might have also been capable of using Earth Style and Water Style.
He has shown some taijutsu feats that should be enough to give him a 3.5. Danzo is a very swift fighter , for example he was quick enough to put a seal on Sasuke's neck before his sword could reach him
Also his multiples sharingans give him an extra point, being able to predict the ennemy's movements is extremely useful in hands to hands combat.
Not much needs to be explained here, he has the most powerful genjutsu in the manga (Kotoamatsukami) and Izanagi which cheats death itself. Also he seems to have vast knowledge in genjutsu in general seeing how easily he was able to break Sasuke's genjutsu.
Danzo has to be one of the 10 most intelligent character in the series.
He is the mastermind of one of the ANBU's faction, the Root, he was also one of the former's Konoha's elders meaning his decisions would affect Konoha as a whole. He was viewed as a ruthless person but in the end he was still able to
accomplish most of his goals regardless of how wicked they were. One fine example of his intelligence would bring us back during the Pain arc, he killed the messenger frog in an attempt to stop Naruto from returning, he then instructed the Root not to aid Konoha in the hopes that Pain's actions would end Tsunade's reign as Hokage so he can take the Hokage seat.
Despite his old age , just like Hiruzen, his physical strength is still as astounding.
He hasn't shown many strength feats but one of them would be when he KO'D Karin with a single kick.
This would be his lowest stat in the databook. It is mainly due to his old age . But he has still shown some speed feats
that are worth mentioning, here he is speed blitzing Sasuke at the beginning of the fight, it wasn't very effective due to Sasuke's Susanoo tanking the punch
Also he wasn't fast enough to dodge Susanoo's arrow which is not surprising, only few people can dodge it but he was fast enough to deflect the arrow using mokuton
Danzo's stamina also deserves a 5. He has to be one of the most difficult character to kill in the manga. He has 10 sharingans on his arms meaning he has 10 lives and his Hashirama DNA gives him additional stamina and also increase his physical energy. Furthermore his chakra level is also very high, he was still standing on his own two feet after using 6 Wind Style jutsus, 1 summoning jutsu, 1 sealing jutsu, 10 Izanagis and 2 Wood Style jutsus despite of his old age.
His hand seals skills are also nothing to joke about, a well deserved 5. He was able to perform many high level Wind Style jutsu with 1 hand seal or even none.
He's also capable of using Wood Style without hand seals.
