I was wondering since Sai had a curse seal on his tongue, so did Oro and Itachi had em too?

As -Logic- has stated, I don't think so. I think the cursed seal was just introduced in the black ops much later when Sai was around. Although, it may be the case that they had one even back then. Great question, +Rep.

Itachi was not in Root, Orochimaru joined willingly, Danzo probably had trust in him considering he let him toy with his body
