I like Danzo. He was strong and badass. It just seems like intelligence was not his forte, and here's why I think so:
-Obviously his radical ideals. He believed that Akatsuki, a peaceful organization in a foreign country, would threaten his ascent to power so he killed the leader.
-He saw no alternative to the Uchiha clan issue other than just slaughtering them all. He didn't even try peace talks. Hiruzen is to blame for this too.
-He let a mad scientist inject him with Hashi cells, fully aware that 60 other children had died when injected with Hashirama's DNA.
-He didn't try to kill Sasuke at the beginning of his fight with the Reverse Tetragram Seal. If he used it while he had izanagi activated, he would have been totally fine and Shisui's eye would remain unharmed, since izanagi lets the user keep the advantageous factors of that minute and dismiss the disadvantageous factors as a dream. In fact, he should have been able to spam that technique.
-He didn't try to catch Sasuke off-guard with izanagi. Instead, he tried to stab a Susano'o with a freaking kunai knife. Really man?
-He trapped Sasuke under an immobilizing seal, and instead of just stabbing him there and then, he gave him a short little talk, giving Sasuke time to overcome the seal.
There's probably more stuff but I just can't think of it all.
