Shinobi doesn't mean hero.
A shinobi does what is needed for the village or the mission and doesn't act based on emotions.
In a way he is similar to Itachi, hated by most for doing what they must.
-Killed the frog to prevent Naruto from being captured by the Pain. (It was highly unlikely Naruto would be able to stand a chance against Pain before learning Sage Mode)
-Sacrified himself while trying to protect the village from Sasuke and Obito.
-Ordered the execution of the Uchiha clan because it was needed for the safety of the village. (Imagine a full clan of insane Uchihas ruling the village/ Shisui probably couldn't have changed it and there was no time left)
Danzo lived in the shadows and died for the leaf, while doing what he thought was best for the village. A true shinobi. (Which doesn't necessarily mean a good guy)
