IMO, I think Danzo would win mid to high diff.

If Danzo summons Baku, Oro summons Manda which means summons wouldn't be a good idea in Danzo's case. I don't see his fuutons giving him a victory but if i'm not mistaken when Oro fought against 4-tailed Naruto he could only use Oral Rebirth 3 times, if Danzo kills him 3+ times Oro will be outlasted. Danzo has 10 Izanagi which would b more than enough to do it.
However, he has no answer for Eight Branches Technique nor Manda. I give this to Oro mid-high diff worst case.
