The Sannin. Remember, Tsunade takes hits that could kill her because of her healing. Without it, she can still dodge very well, considering what she taught Sakura. Orochimaru is a freaking beast in his own right, and could beat any of the Sannin (under the right circumstances.) Danzo is a kage level shinobi himself, but Oro would solo this.
