Hiruzen has full intel on all of Danzo's abilities, which means there is NOTHING danzo can do that hiruzen WONT have a counter for. Danzo is limited to 1 element while hiruzen has all 5.

Hiruzen outclasses danzo in Taijutsu so that would be suicide on danzo's part.

Hiruzen cal easily surround danzo with shadow clones and throw 5000+ shurikens at him from all directions, eliminating all of his means of escape and forcing him to use all his inzanagi's.

Full intel hurts Danzo a lot here. Hiruzen has got the counters and ability to employ them.
On the other hand, Hiruzen can't just sit and wait for Danzo to get tired. His old age puts a great strain on him and he may be unable to keep up. He's the most skilled, but Danzo using cheat codes just doesn't care and may land a hit because of this.
