Danzo. Even Sasuke with MS barely beat him, and everyone here can agree that Sasuke is far more intelligent and strategic in battle, plus he had Karin to help him figure out Danzo's abilities, and Danzo was also holding back because he thought he'd need to save some of his moves to beat Tobi.
