Whether he is restricted or not, Madara knows all the secrets of the Uchiha and Sharingans. He would see right through Izanagi. Even if he was holding back, if he can't beat a 16 year old boy who was already starting to go blind then how do you suppose he would beat the greatest uchiha of all time with EMS?

sasuke had help. danzo effectively won after placing curse seal but sasuke's willpower and hatred beat it. madara cant grow in hate any more than he already has. also PIS since sasuke has plot shield and danzo stopped to lecture him instead of just slicing his head off with fuuton blade
