Probably, but let's not forget that he was considered for the title of 3rd Hokage, Tobirama ended up choosing Hiruzen because his ways of thinking was better not because he was stronger meaning he must have been wicked strong even without it

danzo and kisame will be insanely close i agree im not saying kisame has this with ease im just saying kisame will win in the end
