No. It was made to punish the users of Izanagi, not counter it. If Danzo use Izanagi to prevent death, Itachi cant use Izanami to reverse it and make him die as if he never used Izanagi. Just saying.

Know what's not speculation? Itachi has KA too. Know what's also not speculation? Danzo thinks Shisui crushed his other eye, but in reality he gave it to Itachi. However, Itachi knows Danzo has KA, so Itachi won't hesitate to use KA before he does. Itachi wins. Not to mention he counters Izanagi with Izanami. What's stopping him from sealing Danzo when he's under Izanami?

danzo has Senju cells witch gives him the ability to use ka twice at least in the day

Sasuke put Danzo inside a Genjutsu for quite some time. Itachi far surpasses Sasuke in Genjutsu, therefore, Itachi will have Danzo under a Genjutsu for 10 minutes and kill him after. Or, he can use Izanami.​
