This will take the anime into consideration, considering his additional actions that were wrought as of lately.
Despite his good will intentions, Danzo has unfortunately commited more crimes that has harmed the boundary of the shinobi world more than helping to positively influence it. His actions alone has wrought a great deal of harm to people, and even an entire clan in itself in which he was responsible for concerning them to the point of no return.
1. He is directly responsible for the death of Yahiko and furthering the Akatsuki away from it's peaceful intentions. Manipulating Hanzō into ambushing the Ame Orphans and completely impacting Nagato in the most negative of ways possible. The consequence of this particular action would many years later result on the attack of Konoha, in which Pain(Nagato) leveled the entire village through Shinra Tensei.
Danzo's reasoning for this deception would be his intentions to disrupt the peace treaty between Konoha and Iwagaka in an effort to strength the village.
2. Purposely not allowing Naruto to be notified during the Pain Invasion by murdering the messenger frog, and ordering Root to specifically not help with defending during the invasion. All of this was done in an effort to dethrone Tsunade from her position as Hokage. This act resulted in Tsunade being in a coma, Konoha being in ruins, using the opportunity to convince the Daimyō to vote him as the Sixth Hokage Candidate.
3. The Uchiha Massacre, this man has the most fingerprints all over it. Even though Itachi went out of his way to try to settle the matter in a more peaceful manner, Danzo went his own way by attacking and stealing Shisui's eyes and manipulating the story on how the Uchiha's end came to be. This led to the suffering of both Itachi and Sasuke, and with Itachi blackmailing Danzo that if he ever were to harm Sasuke he would reveal the deception to the other countries. The cover story was used as a method of channeling his own personal disgust of the Uchiha clan, which resulted in in Hiruzen ordering Root to be disbanded completely. Danzo is also the primary reason on why the Uchiha Clan decided to go along with the coup, due to him suspecting the clan of being involved on the Nine Tailed Attack of Konoha(which was false).
4. Manipulation of Kabuto's mother which led to him becoming a missing-nin. Nonō Yakushi was actually a former Root that no longer wanted to partake in the organization in order to help with her orphanage, which resulted in Danzo brainwashing her into attempting to murder her own son Kabuto, who (unknowingly) killed her in retaliation and breaking down. This act resulted in Kabuto being taken under Orochimaru and becoming instrumental in launching the Fourth Shinobi War, summoning the dead through Edo-Tensei to amass his army for Akatsuki. This was also used as a stepping stone for Madara's revival.
5. Attempted assassination on the Fourth Hokage through Kakashi, and an attempted assassination on Kakashi himself through Yamato in an attempt to gain his Sharingan. Yamato's refusal in partaking in more of the deeds resulted in Danzo attempting to have both him and Kakashi taken out, would was prevented through the intervention of Hiruzen.
6. He originally attempted to have Anko assassinated during her pursuit of Kabuto, due to her Cursed Seal being linked to him and Orochimaru.
There's probably more things that he has done to impact Konoha, but those are the ones that came to mind at the moment. Please let me know your opinion on the matter at hand.
