How does Itachi have KA? He cannot freely use the ability. It's Shisui's eye implanted into Itachi's crow. A separate being used the technique. KA has only solely been used by Shisui and Itachi's crow which had to be programmed beforehand to protect Konoha. itachi does not have the technique, but has the means to counter it.

No Danzo never did. That and Itachi realized that the KA in the crow worked on him. And I doubt that Itachi would threaten him after Danzo used KA on him. Not a chance. Itachi did what he had to do considering that talking was getting nowhere because the Uchiha did not want to compromise and they were going to eliminate his clan whether he did or not.
