To be honest, most Uchiha's have nerfed precognition at times, even though it's their own Sharingan-exclusive ability, which pisses me off.

In Danzo's case, he was possibly too slow to even dodge what he could anticipate, which is why he spammed Izanagi.

It could of been because of Danzo's arrogance of him having izanagi but during the fight Danzo's didn't really show himself as being extremely skilled but more to the fact that he possessed some op abilities. Honestly in the beginning of the fight he seemed completely caught off guard by Sasuke's susano'o and would have died in the first couple minutes had it not been for izanagi.
