Tsunade would have been undoubtably the worst hokage if it weren't for Naruto. Because of Naruto the entire pain incident was practically reversed. Tsunade by herself is the worst hokage as she failed to protect we village, the first and foremost task they are supposed to complete. Hiruzen protected his village longer than any other kage, and prevented the village getting destroyed by the Uchiha coup. That might not have been the best decision, but the entire time he was hokage he protected the village, unlike Tsunade.

The village is the villagers and not the buildings. Tsunade did everything to protect the absolute majority of them by risking her own life, while giving all the chakra she had to Katsuyu. Sadly, you fail to understand that.

Well, Tsunade is obviously better then Hiruzen. However, Hiruzen had much better experience of how to behave in different situations..
On the other side, Tsunade is of no use if it comes to offensive tackle. Tsunade can only sit back and heal *____* !! Whatever, that old bag (Hiruzen) was much better in his offensive strategies. XD (well don't mind)

I disagree, she does well with prioritizing; like when Pain was attacking she gave her all to protect the village and then once the village was destoryed she attempted to attack pain head on but was intercepted by Naruto. Also don't forget when it came down to the 5 Kage battle she took forefront on the offensive and before that did a great job at supporting the other kages and before that she worked side by side with Raikage to manage the NA. So Jiraya was right she was the ideal choice for the 5th Hokage.

No, Tsunade couldn't do shit about Danzo either, or don't you remember tha he had tons of Anbu spying on Naruto and had one of them infiltrated in Team 7?

If you look at the history of Hokages, everyone had some form of constant support system/advisors up until Tsunade. The 1st had his Brother, the 2nd had the elders of the clans, the 3rd had his advisors and danzo (his 2nd in command), the 4th had the 3rd, Jiraya and advisers from the 3rd era; but who really did the she have to lean on but the advisers and danzo who had been running the village for well over 30 years so she to keep the idea of stability and increase the Leaf success she had to take the good with the bad and making the most of her situation as Hokage

Lol yea the village is the villagers but what good is she to heal fodder? She needed to be hokage and take care of the problem which she did not. If it would have kept going like that everyone would have died and the village would have been destroyed. Hell Danzo would have been a better hokage. For those people that hate danzo need to calm their tits and forget FILLER its not in the manga so don't act like it is. Danzo was cold and calculating if nobody would oppose him none of this would have happened because he would have killed them all but he had to half ass do everything because people kept getting in his way. Naruto was the one that saved the village AND EVEN THEN Danzo stopping the frog gave him a chance to finish his sage trainning Tsunade had called for Naruto before he he finished and he would have died without sage mode. Hiruzen protected the leaf the longest and kept peace the longest out of all the hokages. He is by far a better hokage than Tsunade.

Administration and Governance - A & C

As a Chief (Hokage), he/she should understand about responsibilities and knowledge abilities.
Hence, Hokage must able to make the correct decision asap.
Second, he/she must know how to delegate jobs to the correct ninja that can do the job well.
Third. Hokage cannot get into battle by themselves.
He/She need to understand the situation and make corrective decision

Tsunade have the better ability to handle "A & C"; And in war, she is the main role in planning & strategy as seen in 4th War
Danzo although he said to be loyal to Konoha, but was a coward & double spy with Hanzo & Orochimaru.
As for Hiruzen, the manga &/or anime did not show how he handle in "Administration and Governance".

As Hokage or Leader, it is not necessary for them to be in the front-line.
They must be in the "Control HQ" center.
They give orders to the front-line ninja, with the Captain to lead in attack & defend.
