Danzo/Orochimaru and the Hokage title

So after the Daimyo said "Danzo is the Hokage," apparently there's still some kind of vote amongst the Jonins. This pretty much made him acting Hokage since he was never voted on.

However, we recently learned that most ninja in Konoha thought Hiruzen made a mistake choosing Minato and actually wanted Orochimaru.

So why is it that Minato, whom was not wanted by most Jonins, became Hokage when he was selected and Danzo did not?

Most likely two situations

The 3rd hokage picked minato, and everyone although having different beliefs sided with the 3rds knowledge and wisdom, i mean he loved the village and orochimaru was his own student, there must be a reason he never picked oro, the other ninja knew that

the second is that if the hokage directly picks a succesor to take over his position, then that rule doesnt apply, or maybe it only applies when the position is vacant.

Hum sum People wanted Oro over Minato as Hokage because Minato is too young to become Hokage & he is in experienced compared to Oro it is not that people dislike him or he is weaker than Oro,,,Even his enemies like A,bee did respected him alot then how in the world the people from his own village wil dislike him,,,& when a hokage selected the next one there is no need for him to get vote's from jounin council,,,like 2nd did with 3rd,,,,,,,,

Orochimaru was a genius , but Hiruzen saw the disturbed malice behind his eyes as a child... that's why he didn't pick orochimaru.

Danzo was left with all the dark underworld shinobi business because Hiruzen couldn't handle it..
same reason as orochimaru.... he had uncertainty and malice.

Those two wound up choosing violence over peace... , but violence for peace I suppose at the same time.

Leaf Village citizens: wanted a Sanin trained by the 3rd Hokage himself to succeed him at the Hokage position.
Minato was the student of a sanin and very young, but the Sanin were carrying more weight as Legend and Hype.
Minato was still somewhat a child in the Villages eyes and Orochimaru more a a genius I suppose or leader.. idk.

The Sanin had way more experience than Minato.. , but Danzo was an underworld bad boy..

But Danzo was a highly respected and trusted member of the village, especially being part of the Elder Council. The vast majority of Konoha didn't know anything about Root either.
