Actually kakashi's hand seal speed was faster than zabuza's even in part 1. I'm not sure if zabuza can drop a 44 hand seal water Dragon before he's in baku's stomach.

people seem forgetting that Danzo not only summons baku .. . he attack the opponent from a blind side with Futon : Shinku rinpa while baku doing his job

Baku was sucking up trees and rocks like it was nothing :| A little water is going to make any difference. The counter to his suction is Katon not Suiton.
Kakashi's stamina issues and Sharingan put him down for a week, not Zabuza. He didn't even hit Kakashi with anything. He got copied and attacked before he could do anything.

plus zabuza could throw his sword and it would probably rip through baku's body making him useless. not to mention before Danzo even had a chance to summon baku after using hidden mist jutsu he could kill or put him in a water prison
