Danzo is useless

and why restrict his abilities? you can say the same about all characters.

Not all characters have artificial enhancements.

And even if they did, not as many as Danzo for sure! ELEVEN sharingan eye implants is ridiculous.

Not hating on Danzo, but I just wanted to point out that Danzo is the most helpless when stripped of his enhancements. Of course he isn't the only shinobi with power-ups; the point is that he's the most useless without them (and maybe Nagato as well, if you're nitpicking).
